The Town of Scott held its February board meeting on Monday, Feb.19, 2024, at 5 PM, at the home of Town Clerk Jim Van Wychen. All board members were present along with Larry Johnson, Mary Shepherd and Nodji Van Wychen.
Chairman Henry Van Wychen called the meeting to order and Clerk Jim Van Wychen read the minutes of the January 2024 board meeting. Minutes approved as read.
Treasurer Paul Shepherd gave the Treasurer’s Report. Tax collections have been completed and tax collections paid to Monroe County, Western Technical College and Tomah Area School District. Supervisor Kade Gnewikow moved and Supervisor David Potter seconded motion to approve treasurer’s report and file for audit. Motion passed.
Larry Johnson gave his road report. Trees have been removed from right-of-way on Augusta Road and Copper Road. Some road signs and signposts were replaced. Tube replacement will be done on Autumn Road back to the Scott Flowage soon. Larry is looking at ways we can mow the brush along our town roads.
A discussion was held on how to do the culvert and bridge assessment that is due to the state by Dec. 31, 2024. The town must identify who will do the inventory by April 15. Delmore Consulting is endorsed by the Wisconsin Towns Association. David Potter moved and Kade Gnewikow seconded a motion to use Delmore Consulting if the Monroe County Highway Department does not want to do it. The Town Clerk will check with the Monroe County Highway Commissioner to see if their department is interested in doing it. If they are not, then the town board will reconsider who to have do the inventory.
The Town Clerk will attend a meeting with the Monroe County Highway Commissioner on Feb. 15 to get information on the Agricultural Road Improvement Program. We will see if the 4-mile stretch of Copper Road from County EW south to State Highway 173 will qualify and the process to do the application. The Town Clerk will attend the Wisconsin Towns Association meeting on March 1 to be certified for the 2024 Town Board of Review in May.
A discussion was held on how to use our American Rescue Plan Act funds from the federal government. ARPA funds must be delegated by December 2024 and spent by December 2026. Funds will be used to update our Town Hall which is used for elections and town meetings. Projects considered: new cement steps and ramp to building, new steel roof on town hall and an incendiary toilet for inside the town hall.
Our next meeting is set for Monday, March 18, 2024, at 5 PM, at the Town Clerk’s home. Kade Gnewikow moved and David Potter seconded a motion to adjourn the February 2024 board meeting.
