The Town of Scott held its 2023 Annual Town Meeting on Tuesday, April 18, 2023, at 5 p.m., at the Scott Town Hall, 28788 Buckley Avenue. The following town residents were present: Charles Huffman, Henry Van Wychen, David Potter, Paul Shepherd, Mary Shepherd and Jim Van Wychen. Guest present was Larry Johnson.

Elected as town board members at the April 4 Spring Election were: Chairman – Charles Huffman, Supervisor 1 – Henry Van Wychen, Supervisor 2 – David Potter, Treasurer – Paul Shepherd and Clerk – Jim Van Wychen. All town officers have been sworn in.

The clerk read the minutes of the 2022 Annual Town Meeting. Minutes were approved as read.

The town financial report was given by Paul Shepherd and Jim Van Wychen. The Form CT is not completed yet. It will be available to review at the May town board meeting.

The $14,444.26 in American Rescue Plan Act (ARPA) funds are still being held in escrow and have not been designated for use yet. The funds have to be designated by December 2024 and used by December 2026.

The town spent approximately $104,000 on town roads in 2022.

The town board salaries were increased by 6 percent for the upcoming biennium.

Henry Van Wychen moved and David Potter seconded motion to approve the financial report and designate Bank First as the town depository. Motion passed.

David Potter moved and Henry Van Wychen seconded motion to approve liquor license for Van Wychen Wines.

Town road work for 2022 was reviewed. Copper Road work will be completed in this spring. Road work is planned for the gravel portion of Copper Road, Crescent Road and Drake Avenue, along with brushing on town roads were needed. The installation of all new town road signs will be completed this spring.

David Potter moved and Henry Van Wychen seconded motion to authorize town board to do whatever town road work they deem necessary. Motion passed.

Henry Van Wychen moved and David Potter seconded a motion to give $500 to Pine Grove Cemetery for 2023 upkeep and to have Larry Johnson resurface some of the cemetery roads with gravel or recycled blacktop. Motion passed.

The Town of Lincoln Fire Department is forming a fire district with the five municipalities currently covered by the fire department. The purpose of forming the fire district is help the fire department qualify for state and federal grants. David Potter will serve as the Town of Scott representative on the board.

The town’s comprehensive plan from 2010 was reviewed. Adjustments to the agricultural land portion of the plan is the only part requiring updating. Paul Shepherd moved and Jim Van Wychen seconded a motion to approve 2020 to 2030 Town of Scott Comprehensive Plan. Motion passed.

The date of the 2024 annual town meeting is set for Tuesday, April 15, 2024.

Mary Shepherd moved and David Potter seconded a motion to adjourn 2023 Town of Scott Annual Meeting. Motion passed. Meeting adjourned at 5:45 p.m.
