The Town of Scott held its February board meeting on Wednesday, Feb. 19, 2020, at 5PM at the home of Town Clerk Jim Van Wychen. All board members present along with Jack Potter, Lorry Erickson, Mary Shepherd, Nodji Van Wychen and Larry Johnson.

Town Chairman Chuck Huffman called the meeting to order and Town Clerk Jim Van Wychen read the minutes of the January 2020 board meeting. Minutes approved with one correction for the date of the meeting in the minutes.

Paul Shepherd gave the treasurer’s report. February settlements on tax collections are complete. Balance of tax collections for the town are turned over to Monroe County for their collection. Supervisor Dan Draeger moved and Henry Van Wychen seconded a motion to approve treasurer’s report and file for audit. Motion passed.

Larry Johnson and Chuck Huffman gave the town road report. Larry explained that they had to mix more sand and salt. They got the sand from the Russell Rezin & Son Cranberry Marsh. The Town of Scott share of sand and salt used is figured at the end of the season. The road sign on Augusta Road at Monroe/Jackson County border is missing. New sign will be ordered along with Children at Play sign for Auger Road. Chuck has four fire safety signs to be posted in town which will be posted at the following locations: Auburn Road/CTH EW intersection, Crescent Road/STH 173 intersection, CTH N by the Ken and Judy Fauska residence and the Scott Town Hall.

A discussion was held on State Highway Aids the township receives. In order to get our maximum state highway aid of $ 2,628 per mile, the town needs to spend $3,091.76 per mile for the 26.35 miles of roads in the town for a total of $81,467.88. That is our goal for town road maintenance and repair projects. A discussion was held on straightening a portion of Crescent Road located in Section 24 of the Town of Scott. Chuck will check with Necedah Wildlife Refuge to see what the permitting process will be for the state-owned land. The road would go where Oakdale Electric Co-op right-of-way runs. Oakdale Electric is removing their line that currently runs through that area.

Support for our Edge electronic voting equipment will be phased out Jan. 1, 2023, with the possibility of additional years depending parts availability.

Tax exempt parcels are being reviewed on even numbered years.

A discussion was held on the town’s ATV/UTV ordinance for the town. We have to redo our ATV/UTV ordinance to meet Monroe County highway standards. Ordinance will be updated and presented at our March 2020 board meeting. Once reviewed and changes approved it will be made available for public comment at our annual town meeting in April 2020.

For public comment Nodji Van Wychen explained that the Monroe County Land Conservation Department was tasked with taking water sample from four residences in the township. Samples will be taken at the following residences: Jim and Nodji Van Wychen, Dan and Julie Draeger, James and Tracy Conner, and Paul and Mary Shepherd. Supervisor Henry Van Wychen moved and Dan Draeger seconded motion to approve paying the $10 testing fee per sample for the previously listed properties. Motion passed.

The March board meeting will be held on Monday, March 16, 2020, at 5PM at the home of Town Clerk Jim Van Wychen, 3365 Auger Road. The Spring General Election is Tuesday, April 7, 2020. Henry Van Wychen moved and Dan Draeger seconded a motion to adjourn February board meeting and pay town bills. Motion passed.

February 2020 Town of Scott Board Meeting Minutes
