The Town of Scott held its May board meeting on Monday, May 15, 2017, at 5pm at the Scott Town Hall. All board members present along with Mary Shepherd, Jack Potter, Lorry Erickson, Nodji Van Wychen and Larry Johnson.
Town Chairman Chuck Huffman called the meeting to order and Clerk Jim Van Wychen read the minutes of the April 2017 board meeting. Minutes approved as read. Town Treasurer Paul Shepherd gave the treasurer’s report for the month. We received our payment in lieu of taxes from the federal government. Jim Van Wychen presented the 2016 financial report form that gets filed with the state and is used to determine our state highway aids. We will be receiving our maximum highway aids for 2018. Supervisor Henry Van Wychen moved and Chuck Huffman seconded a motion to approve financial report and file for audit. Motion passed.
Larry Johnson gave the town road report. Bridge signs and bridge guard rails have been repaired. Rest of sand fill was hauled on Copper Road. The next thing to do on Copper Road is to replace the five drainage tubes. A discussion was held on how much of Copper Road project we will be able to finance this year. So far our road expenditures for 2017 are over $34,000. Our budget for the year is $65,000. It will take about 2,100 yards of gravel at a cost of $30,000. Grading and compacting gravel is $2.00 per yard. Trucking gravel will be $3.85 per yard. Chuck will talk to Monroe County Highway Department to see is we can pay for half the gravel this year and half next year. Supervisor Dan Draeger moved and Henry Van Wychen seconded a motion to proceed with the Copper Road project if we can pay for half the gravel in 2018. Motion passed. Monroe County Highway Department will put up new signs on Azalea Road (formerly CTH EE) that the town will take over maintenance of for highway aids starting January 2018.
A discussion was held on the age of mobile homes allowed to be brought into the township by our current building ordinance. The original age was set at 1976 because that was the date when new wiring requirements were established by the state for mobile homes. Many municipalities have used a not older than a certain date for mobile homes to keep old and dilapidated mobile homes from being moved into the municipality. Dan Draeger moved and Henry Van Wychen seconded a motion to change the age of mobile homes allowed to be moved into the Town of Scott to be not manufactured prior to 10 years from the application date made for the building permit. Motion passed. The change will not take effect until 30 days after it is posted in the township.
A discussion was held on the Monte Gebhardt property in Norway Ridge. The dwelling is unfit for human habitation and we will seek to get a raze order on the property.
Wisconsin Town Association county unit meeting is Thursday, May 18. A discussion on tower sitting ordinances will be held, along with meeting the new Monroe County Highway Commissioner.
Board of Review is set for Friday, May 26, 2017, from 8am to 10am.
The next town meeting is set for Monday, June 19, 2017, at 6PM, at Town of Scott hall.
