The Town of Scott, Monroe County, WI, held its 2025 Annual Town Meeting on Wednesday, April 16, 2025, at 5 PM, at the Scott Town Hall, 28788 Buckley Avenue. The following town residents were present: Henry Van Wychen, Kade Gnewikow, Tonya Gnewikow, Paul and Mary Shepherd, and Jim Van Wychen. Town resident Mike Nofsinger arrived at the meeting about 5:30 PM.
The newly elected town officers signed their oath of office. Town Chairman Henry Van Wychen called the meeting to order and Clerk Jim Van Wychen read the minutes of the 2024 annual town meeting. Supervisor Kade Gnewikow moved to approve the minutes of the 2024 annual town meeting. Supervisor Tonya Gnewikow seconded the motion. Motion passed.
The financial position of the town was reported by Treasurer Paul Shepherd and Clerk Jim Van Wychen. The town has $54,361.47 in checking and $147,522.44 in a money market account. A total of $119.167.00 was spent on town roads and $7,738.00 was spent on town hall updates. The 2024 Form CT will be filed with the state May 1, 2025. American Rescue Plan Act (ARPA) funds $14,444.26 have been allocated and spent on town hall upgrades and access to the town hall.
The town’s Agricultural Roads Improvement Project (ARIP) project for Copper Road will be done over the next three years. The $3,312,136 grant the town received is for the 4-mile section from County Road EW to State Hwy 173. The first segment from County EW to Buckley Avenue will be done this summer. The schedule is as follows:
- April 9, 2025 – sanction for bids
- April 16, 2025 – 1st publication of request for bids.
- April 23, 2025 – 2nd publication of request for bids
- April 30, 2025 – Walk through with pre-bid contractors
- May 7, 2025 – 10 AM close bid process and open bids at Scott Town Hall
- May 14, 2025 – Award bids at Scott Town Board Meeting to lowest responsible bidder
Town road work completed in 2024 included seal coating on Augusta and Auburn Roads and gravel on Crescent Road.
The Pine Grove Cemetery will hold its annual meeting on Wednesday, May 14, 2025, at 4:30 PM, at the Scott Town Hall. Kade Gnewikow moved and Henry Van Wychen seconded a motion to donate $500 to the Pine Grove Cemetery for upkeep. Motion passed.
Paul Shepherd moved and Henry Van Wychen seconded a motion to appoint Bank First as our town depository. Motion passed.
An explanation of an Agricultural Enterprise Area (AEA) for our township was discussed. By approving an AEA for the Town of Scott, farmers in the township would be able to apply for a tax credit through this program. There is no cost to the taxpayers in the township. Tonya Gnewikow moved and Kade Gnewikow seconded a motion to approve an AEA for the Town of Scott. Motion passed.
In January 2025, the Town of Scott entered into the Warrens Area Fire District with following municipalities: Village of Warrens, Town of Lincoln in Monroe County, and the Towns of Grant and Knapp in Jackson County. Jim Van Wychen is the representative for Town of Scott on the Warrens Area Fire District board.
Henry Van Wychen moved and Tonya Gnewikow seconded a motion to authorize the town board to do road work deemed necessary. Motion passed.
Paul Shepherd moved and Kade Gnewikow seconded a motion to approve a liquor license for Van Wychen Wines. Motion passed.
For public input town resident Mike Nofsinger explained that a house that he purchased was burned down by the Warrens Area Fire Department as a training exercise. He plans to clean up the debris this year.
The date for the 2026 Annual Town meeting was set for April 8, 2026, at 5 PM, at the Scott Town Hall.
