The Town of Scott held its November board meeting on Wednesday, Nov. 13, 2024, at 5 p.m., at the Scott Town Hall. All board members present along with Mary Shepherd, Nodji Van Wychen and Willie Johnson.
Town Chairman Henry Van Wychen called the meeting to order and Clerk Jim Van Wychen read the minutes of the last town board meeting held on Sept. 11, 2024. The minutes were approved as read.
Treasurer Paul Shepherd gave the treasurer’s report. The town received its fourth and final state highway aids payment of the year. All current town bills are paid and we have a checkbook balance of $30,514.28. Supervisor Tonya Gnewikow moved and Supervisor Kade Gnewikow seconded motion to accept the treasurer’s report and file for audit. Motion carried.
Willie Johnson gave the town road report. Mowing around the town hall and tree removal were the only expenses for the last two months. Delaney Forest Products is doing logging along Crescent Road. It was decided to fill in potholes with gravel and wait until spring to rip and regrade the gravel portion of Crescent Road.
Election worker Nodji Van Wychen gave a report on the 2024 General Election. The town had 53 voters turn out for the Nov. 5 election. Forty six of the town’s 49 registered voters voted. We had eight new voters register on election day, giving us a 100 percent voting record for the Nov. 5 election.
Under public input, Nodji Van Wychen suggested we use the town hall’s second storage room as an additional voting booth instead of acquiring a chemical toilet as was discussed earlier. Since we use the town hall so little, she proposed we use the remaining American Rescue Plan Act (ARPA) funds to purchase an additional voting booth and storage racks to store town records instead of purchasing a chemical toilet. Tonya Gnewikow moved and Kade Gnewikow seconded a motion to use ARPA funds to convert the second storage room to a voting booth, purchase storage racks and do repairs to the town hall windows. Motion passed.
Also under public input it was noted that Kade Gnewikow has joined the Town of Lincoln Fire Department.
The next town board meeting will be Wednesday, Dec. 18, 2024, at 5 p.m., at the home of Town Clerk Jim Van Wychen, 3365 Auger Road.
The town board meeting was adjourned to enter into the Town of Scott 2025 Budget Meeting. The following town residents were present: Henry Van Wychen, Paul Shepherd, Mary Shepherd, Tonya Gnewikow, Kade Gnewikow, Nodji Van Wychen and Jim Van Wychen.
Henry Van Wychen called the budget meeting to order. Jim Van Wychen presented the proposed 2025 budget (see below).
The town will be borrowing some funds for their share of work being done on Copper Road. The township received an Agricultural Roads Improvement Program (ARIP) grant for 4 miles of Copper Road in the amount of $3,612,136.00. The township’s share of the road project is 10 percent or $361,213.60. The project is planned to be completed in the summer of 2025.
The amounts for the fire protection contract and ambulance contract will be adjusted when we get the final numbers from the Town of Lincoln Fire Department.
Nodji Van Wychen moved and Mary Shepherd seconded the motion to accept the 2025 Town of Scott budget. Motion passed.
Kade Gnewikow moved and Henry Van Wychen seconded a motion to adjourn the 2025 Town of Scott Budget Meeting and reconvene the November board meeting. Motion passed.

The December 2024 board meeting is scheduled for Wednesday, Dec. 18, 2024, at 5 p.m., at the home of Town Clerk Jim Van Wychen, 3365 Auger Road.
