The Town of Scott, Monroe County, Wisconsin, held its September board meeting on Wednesday, Sept. 10, 2025, at 5 PM, at the Scott Town Hall, 28788 Buckley Avenue. All board members present along with town residents Mary Shepherd, Nodji Van Wychen and Mike Nofsinger.

Chairman Henry Van Wychen called the meeting to order. Clerk Jim Van Wychen read the minutes of the August town board meeting. Minutes approved as read.

Treasurer Paul Shepherd gave the treasurer’s report. All town bills are paid and we have a balance of $124,495.99 in our checking account.  Supervisor Kade Gnewikow moved and Supervisor Tonya Gnewikow seconded motion to approve treasurer’s report and file for audit. Motion passed.

Henry Van Wychen gave the town road report in the absence of Larry Johnson of Johnson & Sons Trucking and Excavation. Town roads are being mowed for the final time. Gravel was hauled on the Monroe County flowage road and some trees removed from the road right-of-way. The first phase of Agricultural Road Improvement Program project on Copper Road is progressing and will be done by Sept. 15, 2025. Because of drop in the interest rate with our lender, the Board of Commission of Public Lands, we will be redoing our loan application.

Supervisor Tonya Gnewikow moved and Supervisor Kade Gnewikow seconded a motion to authorize an application to the BCPL State Trust Fund Loan Program for a loan of $500,000.00 to the Town of Scott, County of Monroe, Wisconsin, for the purpose of financing roadwork. Motion passed unanimously.

Supervisor Tonya Gnewikow moved and Supervisor Kade Gnewikow seconded a motion to adopt a resolution levying upon all taxable property in the Town of Scott a direct annual tax sufficient in amount to pay the annual installments of principal and interest as they fall due all in accordance with Article XI, Section 3, of the Constitution and Sec. 24.66(5) Wisconsin Statutes. Motion passed unanimously.

Clerk Jim Van Wychen gave an update on the Electronic Clean Sweep program that Monroe County Sanitation is doing. So far two full pallets of items have been collected.

For public input the Clerk gave an update on Broadband Equity, Access & Deployment Program (BEAD) grant that the Monroe County Broadband Committee has submitted to the State of Wisconsin.

Agenda setting: There will be no town board meeting in October, the 2026 budget meeting and November board meeting will be held Wednesday, Nov. 12, 2025, at 5 PM, at the Scott Town Hall. Kade Gnewikow moved and Tonya Gnewikow seconded a motion to adjourn the September board meeting. Motion passed.
