The Town of Scott, Monroe County held its 2026 Annual Town meeting on Wednesday, April 22, 2026 at 5 PM at the Town of Scott Town Hall, 28788 Buckley Ave. Warrens, WI.  The following town members were present, Jim and Nodji Van Wychen, Paul Shepherd, Tonya Gnewikow, Kade Gnewikow and Henry Van Wychen.  Larry Johnson, town patrolman also present.  Meeting called to order and Tonya Gnewikow.  made motion to appoint Henry Van Wychen as chairman for annual town meeting, seconded by Kade Gnewikow.  Motion passed.  Henry Van Wychen called the 2026 annual town meeting for the Town of Scott to order.  Jim Van Wychen, clerk read the minutes of the 2025 annual town meeting. Minutes approved with a correction to when the 2026 annual meeting date was.

Paul Shepherd, treasurer gave the treasurers report.  The bank balances for the township Dec. 31, 2025 are:  Checking $106,467.77, saving account $49,003.92 and a CD for $700,000.00.  The town has a $500,000.00 Loan from Wisconsin Board of Commissioners of Public Loans.  This loan was taken to do the ARIP (Agricultural Road Improvement Project) on Copper Road.  Tonya Gnewikow moved and Kale Gnewikow seconded motion to accept treasurers report.  Motion passed.  Tonya Gnewikow moved and Paul Shepard seconded a motion to set up an escrow account in the amount of $87,695.42 to be used strictly for town road improvements.  This amount is the 10% of the 2025 ARIP reimbursement the town received in 2025.  Motion passed.

For road work done in 2025, the first stage of Copper Road ARIP project was completed which is the 2-mile stretch from County EW to Buckley Ave.  All the reconstruction work was done and the hot mix asphalt will be applied in June 2026.  The balance of the road reconstruction ARIP from Buckley Ave. to St. Hwy. 173 will be done in November, 2026.  The asphalt replacement will be done in summer of 2027.  Road maintenance on Crescent Road and Drake Ave. will also be done in 2026.  Kade Gnewikow moved and Nodji Van Wychen seconded a motion to have town board do any work deemed necessary in the township.  Motion passed.

Paul Shepherd moved and Henry Van Wychen seconded a motion to appoint Bank First Bank as the town depository for 2026.  Motion passed. Town of Scott is part of the Warrens Area Fire District and the Tomah Area Ambulance Service. Paul Shepard moved and Kade Gnewikow seconded a motion to approve a liquor license to Van Wychen Wines for 2026.  Motion approved.

In 2027 Scott town offices will be up for election.  Any existing town officer needs to file noncandidacy form by December 31, 2026.

Nodji Van Wychen moved and Henry Van Wychen seconded a motion to donate $500.00 to the Pine Grove Cemetery.  Motion passed.

Tonya Gnewikow moved and Kade Gnewikow seconded a motion adjourn the 2026 Town of Scott annual town meeting.  Motion passed.           Jim Van Wychen, Clerk, Town of Scott
